I added an "extension_directory" parameter to the AlertSchedulerHandler class initializer,
and made necessary changes to implement the parameter in, supply the parameter

I also changed existing test cases to provide the extra parameter to the AlertSchedulerHandler
init and added a new test case that ensures the "extension" parameter is working correctly.)

the alerts. It's only looking in the cache/stacks and cache/host_scripts directories. Ambari
needs to check the cache/extensions directory as well.
