Alert definitions will now expose two properties to control repeat tolerance values on an
individual based (overriding those from {{cluster-env/alerts_repeat_tolerance}}

If the overridden global repeat tolerance value is to be removed, then the alert should be
updated to indicate that the customized value is ignored:
