Hi Sandy,

The “provision_action” field in the Cluster Creation template can be set to “INSTALL_ONLY”
in order to achieve this result.

The “provision_action” field can also be used on specific components in a Blueprint, but
using the setting at the level of the cluster creation template is the simplest way to apply
this strategy for the whole cluster.

I want just services to be installed and configured but not started.  Is
