I experienced a service outage today due to unconfigured ulimits. Ambari installed configuration
files into {{/etc/security/limits.d/}}, but presumably because the machine had not been restarted,
they are not having any effect. This can be checked via {{cat /proc/$pid/limits}}. However,
at installation time, the sanity-check utilities give the green light.

Ambari should mention that a restart is required for some configuration changes to take effect,
and should notify operators that additional action is needed when a cluster is not launching
processes with the appropriate ulimits set.
