Unit tests are not available for common.py. Therefore no additional unit tests were added.

Manual steps to test:
- Deployed a cluster
- Installed HDFS and HAWQ
- The following scenarios were tested:
  1. dfs.allow.truncate = True : Result: HAWQMASTER or HAWQSTANDBY should start with no WARNING
or ERROR
  2. dfs.allow.truncate = False, enforce_hdfs_truncate = True  : Result: show an ERROR, HAWQMASTER
or HAWQSTANDBY start should fail
  3. dfs.allow.truncate = False, enforce_hdfs_truncate = False : Result: show a WARNING, during
HAWQMASTER or HAWQSTANDBY start
