[~jluniya] helped me to solve this issue and closing it. (Thank you!!)

Just to share with the whole community, the solution was to add the same repo information
to repoinfo.xml 
I added a new repo through the API and it was stored in DB and shown on UI but it was not
sufficient for Ambari to let agents generate a new corresponding .repo file. The same info
needs to be added to repoinfo.xml
