Sumit Mohanty resolved AMBARI-12585.
    Resolution: Fixed

The change was simple and just removed HDFS as a dependency from FLUME. It does not affect
any unit tests.

user needs to deploy Flume with HDFS and shutdown HDFS along with turning on maintenance mode.
Storm and Kafka do not require HDFS now.
