STR:
Installed Ambari 2.1.0 at rpm 2310
Deployed 3-node CentOS cluster with only HDFS, YARN, MR, ZK, and Storm using HDP 2.2
Installed bits for HDP 2.3 repo
Added NameNode HA
Added HiveService
Observed Behavior: The Cluster Version remained in INSTALLED state.
Expected Behavior: The Cluster Version should have transitioned to OUT_OF_SYNC.


This code have been written when we had not cross-stack upgrade, and tried to support multiple
clusters per host. Now it handles OUT_OF_SYNC well even if host versions belong to different
stacks
