Performing an RU of Oozie from Dal to Dal+ has the Prereqs fail because an Oozie property
is not a default.
The oozie-env.sh script must contain a retry count such as export OOZIE_CLIENT_OPTS="$
{OOZIE_CLIENT_OPTS}
-Doozie.connection.retry.count=5"
Failed on: OOZIE
A brand new install of HDP 2.3 should have this property, and an upgrade from HDP 2.2 to 2.3
should update oozie-env with it.
