The ambari-agent has several different timing bits that determine how often it checks in with
the ambari-server.  None of these appear to be configurable.  We should be able to override
these settings in the ambari-agent.ini file:

1. Idle polling interval.  it's hard-coded to 10s:

2. 'range' used to determine random retry interval when getting exceptions back from checkin.
It's hardcoded to 30s:
