This test case appears to be using an external Postgresql database.  

If that is the case, then attempting to use hostname substitution for a property that points
to an external database (not managed by Ambari) will not work, since Ambari has no host to
match for the property specified.  

This particular property in oozie-site generally falls into two categories:

1. The default in-memory derby database
2. A URL pointing to a Database that is not managed by Ambari (an external DB). 

Since the Blueprint config processor appears to be working as designed, I'm closing this as
"Works as Expected".
