Okay, if this is accepted then there is one additional issue that can arguably be treated
separately.

The server side code and tests will work, but the agent side will still report iptables incorrectly
on some systems.  The fix I believe is to move the firewall checks into ambari-common and
reference the same code from ambari-server and ambari-agent to avoid duplication.
