Patch accepts --debug or -g when starting ambari-server (also works if the start script is
ever modified to set the SERVER_START_DEBUG flag to True).  If --debug is given, ambari-server
will be started with the command specified in SERVER_START_CMD_DEBUG, which turns on remote
debugging on port 5005.

Also included is an additional unit test.
