Done on db/8183

Can test with a retina/hidpi screen, or by zooming in to 150% or 200% and refreshing the page.

New library hidpi-canvas.min.js is Apache licensed, so no need to add anything to LICENSE
file.  Added it to rat-excludes.txt since the Release Audit Tool didn't detect its license
header syntax automatically.

The Browse Commits page uses a `<canvas>` to display the commit graph.  The text within
that graph doesn't look sharp on hi-dpi screens, (or if zoomed in enough)
