So do I understand it correctly that we should just go ahead and delete this endpoint?

Currently, [this](https://forge-allura.apache.org/rest/p/allura/tickets/_discuss/) api endpoint for allura returns a 200k line (when formatted) json responce. We should evaluate the need for the existance of the endpoint.  If we need it, we should paginate the results.
