Subject Getting Certificate errors when I run Airflow webserver in dev mode

I always been running webserver in development mode only, but recently I
started to see missing certificates errors in dev mode. However this issue
doesn't occur in normal mode.

I am working on latest master.

*$python setup.py develop*
