It is possible to specify a custom logging config that changes the {{file.task}} handler to
{{s3.task}} but forget to update the {{core.task_log_reader}} config section.

This should be validated at start time, and mentioned in the comments of the default logging
config that the config setting needs updating to.

This ends up as the following stack trace/error if you don't set it properly when trying to
view task logs:

   logs = handler.read(ti)
AttributeError: 'NoneType' object has no attribute 'read'
