I am having the same issue. I have not touched the use of the Meta DB (that is, it is still
airflow.db). 

Things that haven't worked for me:
* stopping and starting the scheduler
* killing the scheduler PID and restarting the scheduler
* stopping and restarting the webserver

I'm on apache-airflow v.1.8.2.

What fixed it for me was manually adding a record to the dag table in the MetaDB.
