[AIRFLOW-1296] Propagate SKIPPED to all downstream tasks

The ShortCircuitOperator and LatestOnlyOperator
did not mark
all downstream tasks as skipped, but only direct
downstream
tasks.

Closes #2365 from bolkedebruin/AIRFLOW-719-3
