[AIRFLOW-869] Refactor mark success functionality

This refactors the mark success functionality in a
more generic function that can set multiple states
and properly drills down on SubDags.

Closes #2085 from bolkedebruin/AIRFLOW-869

> A simple bug report: I tracked down to the source code of Airflow Web UI, look at this
.  It should be `relatives = task.get_flat_relatives(upstream=True)`. But even with this fix,
there are still issues about the "Mark Success" functionality. I hope we ship this bug fix
along with v1.8. And I will open another ticket discussing the functionality of "Mark Success".
