I cleared task instances for both executors. I reported a bug related to num_active_runs on
master. When run the first time on a 'clean' database, it is respected. When instances are
cleared though, it just reruns everything without respecting that parameter.

If you are running multiple schedulers (confirm?), then it's probably quite easy to run into
this situation. I'm personally unsure why you'd want to run it that way, I've seen it come
up on the mailing list and on gitter a couple of times.
