It is very simplistic :-). The most simple way to fix this to do a PR that adds a couple of
license headers to some of the files that still require it. 

I'm not sure (ie. didn't check) if travis knows about reverts. As we need to add more licenses
anyway the above is maybe best. I was actually thinking of proposing to do an extra -1 of
every PR to make sure we get compliant sooner without one giant PR that requires everyone
to sync, although that might be unavoidable anyway :-).
