AIRAVATA-2835 Require OWNER permission to change sharing

We already require this on the frontend but the backend should verify as

> Develop a UI component that displays summary information about what users and groups
an entity is shared with. UI component should also have a button to bring up a modal dialog
to edit the list of users and groups and their permissions (READ or WRITE).

> * hide the Admins and Read Only Admins groups (these are specified in GatewayGroups).
These groups are implicitly shared with and shouldn't be listed.
> * only allow the current user to edit the sharing if the user is the owner of the entity
> * have an option to pre-populate the sharing list with a the defaultGatewayUsersGroup
(also from GatewayGroups). This will be used for Group Resource Profile and Application Deployments.
