There's one issue with this I thought of. We don't currently toggle the emailVerified field
when the email is verified. That's a bug. So we would need to fix that bug and also go through
and toggle emailVerified for all users who have their accounts enabled.

What we currently do is toggle the enabled field on a user account when their email is verified.
This enables the user account for login.  It might be good to have this enabled field instead
of (or in addition to) the emailVerified field.

[~eroma_a], we should discuss but I think we want the 'enabled' field instead here.
