This is relating to current GFac interface : org.apache.airavata.gfac.cpi.GFac

IMO it would make sense to change,
public boolean submitJob(String experimentID) throws... to
public void submitTask(String TaskID) throws...

Functions to add
cancelTask(...)

But do we need a restartTask(...)?
