If a application chain is set based on application, currently these is no way to set a sequence
of this chain. It will help to provide a attributes to add a handler before or after some
input/output handler. Currently application specific handler is added 1st and then provider
handlers are added. Logic is in GFacConfiguration setInHandlers and setOutHandlers methods
