I had previously setup the HPC Configuration, then I returned to change the queue type from
normal to development. The Window HPC Configuration Options just didn't allowed me to update.
I had to cancel and try again.

I guess a warn message could have been showed that the Max Wall Time "23:59:59" is not supported.
I entered only 24 and everything worked.

I had entered:
Project Account Number: TG-TRA 5555
Queue Type: development
Max Wall Time: 23:59:59
CPU Count: 16
Node Count: 16
Processor Per Node: 8
Min Memory: 100
Max Memory: 2048
