Using the following configuration, each queue should be limited to at most
30% of the total memory store:

<destinationPolicy>
    <policyMap>
        <policyEntries>
            <policyEntry queue=">" cursorMemoryHighWaterMark="30"/>

        </policyEntries>
    </policyMap>
</destinationPolicy>

Is that the configuration you used?
