As far as ActiveMQ is concerned, a Queue is a Queue.  The only time there is
special handling with a queue is with virtual topics and the queues starting
with "Consumer." in the name.

If the application is publishing messages into the "Delivered" queue,
ActiveMQ has no idea why they are there.  It simply waits, as normal, for a
consumer to come and get them.

In other words, the description of the operation expected belongs to the
application using ActiveMQ.
