the message is always sent to the host where it is being produced...
it will later be redistributed over demand.


AFAIK AMQ5 would be the same?

is about redistribution - at least how Artemis defines it. Based on your comment it appears
you have different ideas about what "redistribution" and "first-time distribution" means.
