Could you clarify on the statement that consumers are not receiving messages
even though dequeue is not 0?

Could the dequeue be from before the apparent hang of ActiveMQ?

Also, does adding a new consumer work?  Can the messages be viewed through
the webconsole (under the queues page)?

Does restarting the consumer cause message flow to resume?

Does restarting the broker cause message flow to resume?

With all that said, one of the most common causes of flow stopping is the
broker running out of memory.  Checking the broker memory can help - tools
such as jconsole and jvisualvm can help.

If broker memory is the problem - please make sure you are not on 5.11.0 or
5.10.1, as both of those versions have a known memory leak.
