1. By “persistent topics”, do you mean “durable topics”, where you have subscription(s)
tied to a specific topic where messages are being produced, or do you mean “persistent messages”?

2. A topic with no durable subscriptions isn’t going to consume much disk space when there
aren’t any consumers or durable subscriptions.

3. Why disable producer flow control, when you want to see it turn on when you run out of
memory?  

4. Testing producer flow control is a lot easier with queues. I suggest getting that working
first, and then try it with topics.
