Subject Replicated LevelDB and delayed messages.

What's the status with replicated LevelDB and delayed messages?

I need delayed messages to implement throttling.  My idea is to have an API
that accepts messages, compute the delay based on the throttle, then add
them to the queue with the given delay.

Apparently this is broken in ActiveMQ but I'm unsure if it's also broken on
Apollo.
