Are you asking how can you failover non-persistent messages (accounted for
in memory only in the broker) to a slave broker?

You would have to look at some sort of memory clustering like hazelcast or
terracotta

Use persistent messaging with ActiveMQ to use a master/slave fault tolerant
topology.
