Subject export names of all created queues

Hello,
reading about configuring startup destinations
http://activemq.apache.org/configure-startup-destinations.html in
combination with Active MQ security http://activemq.apache.org/security.html
it's possible to avoid dynamic creation of queues.

I want that a client can connect to a specific queue (read + write), but
that he can't create this queue if it isn't already existing.

Is there a more comfort way to create new queues through stopping the
broker, add a new destination and provide client access rights to this queue
and restart it?

Currently this seems the only way to enforce such a policy.
