For a web console, you need jmx url as well

Something like this should work

-Dwebconsole.jmx.url=service:jmx:rmi:///jndi/rmi://localhost:1099/jmxrmi
-Dwebconsole.jmx.user=""
-Dwebconsole.jmx.password=""
