you can specify a delete all messages on startup via the activemq.xml conf:

<broker xmlns="http://activemq.apache.org/schema/core" 
brokerName="localhost" 
dataDirectory="${activemq.base}/data" 
deleteAllMessagesOnStartup="true" 
destroyApplicationContextOnStop="true">
