Subject Getting 500 Error when navigating to /admin page.

I'm using the following: ActiveMQ-5.4.1, Java 1.6.0_22 on Debian.  Using the
default ACTIVEMQ_USER="", I can browse to http://192.168.72.142:8161/admin
and everything appears just like it should.  But when I change the
ACTIVEMQ_USER="TESTUSER" and try to browse to
http://192.168.72.142:8161/admin I get the following page:

HTTP ERROR 500

Problem accessing /admin/. Reason:

I know this is going to be something simple, but the answer is eluding me
right now.  Is it a policy issue and if so what must I do?  Any help would
be appreciated.
