You're not doing anything wrong. The broker creates the destinations
on-demand or you can configure the broker to create the destinations on
startup. For example:

<broker xmlns="http://activemq.apache.org/schema/core">
    <destinations>
      <queue physicalName="FOO.BAR" />
      <topic physicalName="SOME.TOPIC" />
    </destinations>
</broker>
