Subject queues and topics behaving in cluster of activeMQ's

We have a activeMQ cluster of three activeMQ brokers . say host1, host2,
host3. 
We have 2 producers and one consumer. 
the use case is 2 producers write to the same queue and the consumer takes
it from that queue. 
the URL i give to the 3 clients is   
public static final String ACTIVE_MQ_URL
="failover:(tcp://10.1.37.155:61616,tcp://10.1.162.31:61616,tcp://10.1.162.36:61616)?randomize=true"
;

All 3 in the cluster are up and running 
if randomize=true, the client will pick up a broker at random and connect to
it.

We start the consumer first.
lets assume, It creates connection to  10.1.162.36  and creates a queue
there .

The queue is now on 10.1.162.36 although it can be reachable from all
activeMQ clusters !! Am i correct  ?

Now we start producer 1  lets assume it connects to 10.1.37.155, will it
create a queue or will be redirected to 10.1.162.36 by the
broker(10.1.37.155) since 10.1.162.36 has the queue created.


Also, 
lets assume that 5 queues are on 10.1.37.155
		 5 queues are on 10.1.162.31
		0 queues are on 10.1.162.36
and 1 queue in 10.1.37.155 begins to accumalate more messages in memory and
begins to grow in size.
Now what will happen, will this queue by shifted to the 10.1.162.36 where
there are no queues (dynamic load balancing).
