Not without knowing the name of the queue when the broker is started.

One workaround is to create the queue at broker startup:

http://activemq.apache.org/configure-startup-destinations.html

Doing this would mean that the queues use known names and can then
have explicit policies assigned to them.

Another workaround is to use wildcards:

http://activemq.apache.org/wildcards.html

If your temp queue names use a specific pattern then wildcards can be
used to apply the policies.
