You can use the dataDirectory attribute of the broker element as follows

<broker xmlns="http://activemq.apache.org/schema/core"
brokerName="localhost" dataDirectory="/tmp/foo">

You can also specify the location of the file-based message store via the
persistenceAdapter element. For example  

<persistenceAdapter>
    <kahaDB directory="${activemq.base}/data/kahadb"/>
</persistenceAdapter>
