The problem is that my project is the one where I have the activemq plugin
defined. In other words, I have some code that's written to run in ActiveMQ,
and I want to use the maven-activemq-plugin to spin up a broker in a dev
environment to test this code. Doing what you suggested would be adding a
dependency on the project to the project itself, causing a cyclic
dependency.

I just need the plugin to start up ActiveMQ and include code compiled by
Maven on the ActiveMQ classpath.
