Subject Total Message Order of Queues (not topics) durring edge cases(crashes)

Hello all,
If I configure activeMQ and JMS producer/consumer correctly, are there any
cases where the total order of a queue is violated?

I've seen this page:

But I came across this post from 2005:

Specifically it talks about cases where the Broker or the Consumer crash
with messages in doubt or locked in a TCP buffer waiting for the TCP socket
to timeout. 

If a Broker/Consumer takes over with these messages locked/in doubt, would
the Broker press ahead, and redeliver the locked messages at a later (out of
order) time?
