Subject Not using transactions + Sending persistent messages + ?jms.useAsyncSend=true != Async Sends?

May I clarify that:
Q1: Not using transactions + Sending persistent messages +
?jms.useAsyncSend=true != Async Sends 

Sending persistent messages, without using transations, even
jms.useAsyncSend is set to true, still the "sends" are not Async Sends?

Q2: "latency is typically a huge factor in the throughput that can achieved
by producer"
Does it mean this AsyncSend setting only affect "producer"? here, it means a
message producer who generates message to MQ or counts "MQ" as a producer
when it sends message to message consumer?
