Hi,

connection options are set once for the whole connection, so they shouldn't
be defined for sub URIs. Try if this works for you

failover://(tcp://host1:61616,tcp://host2:61616)?randomize=false&jms.redeliveryPolicy.maximumRedeliveries=2
