Here's my JNDI configuration :

java.naming.factory.initial =
org.apache.activemq.jndi.ActiveMQInitialContextFactory
java.naming.provider.url = tcp://127.0.0.1:61611
connectionFactoryNames = MICHEL
queue.TEST = TEST

As you can see I provide a brokerUrl with tcp://... and I never get any
exceptions...
