I've created an example below using the XBean syntax that I think
reflects the Jetty config above:

<userRealms>
  <userRealm implementation="org.mortbay.jetty.security.HashUserRealm">
    <name>ActiveMQ Realm</name>
    <config>/etc/amqrealm.properties</config>
  </userRealm>
</userRealms>

Add this to the conf/activemq.xml inside the <jetty> element. This is
all just Jetty configuration using the XBean style of syntax.
