ActiveMQ implements the JMS 1.1 spec therefore message delivery is
guaranteed according to use of various qualities of service. More
specifically (and taken directly from the JMS spec), persistent
messages are delivered once-and-only-once and non-persistent messages
are delivered at-most-once.
