I take it you need to use topics so here' some possibilities. 

Virtual topics
http://activemq.apache.org/virtual-destinations.html

Retroactive consumers and related recovery policy
http://activemq.apache.org/retroactive-consumer.html
http://activemq.apache.org/subscription-recovery-policy.html
